Cursor hooks fail open by default. If a guard script crashes, times out or exits with anything other than 2, Cursor logs it and lets the action through, unless the hook sets failClosed. beforeMCPExecution doesn't run in cloud agents either, and preToolUse doesn't enforce "ask". A hook that looks right can still guard nothing.

This loadout ships one standard-library Python script that answers beforeShellExecution, beforeReadFile, beforeMCPExecution and preToolUse (matcher ^MCP:, so cloud agents are covered too), with every hook set to failClosed. It denies recursive deletes outside the project, force pushes, --no-verify, downloads piped into a shell, reads of .env files and keys (by path or by content) and MCP servers missing from an allowlist. It asks before sudo, reset --hard and publishing. A checker flags hooks.json mistakes: hooks that fail open, ./hooks paths in project hooks, missing scripts, bad regex matchers, misspelt events and cloud-agent gaps. A self-test pipes 30 hook payloads through the guard. The verifier runs both, and shows that a malformed payload or a missing policy blocks rather than allows.

What's in it

  • One stdlib Python guard for shell, file-read and MCP permission hooks
  • Every hook sets failClosed, so a crash or timeout blocks the action
  • preToolUse with matcher ^MCP covers cloud agents, where beforeMCPExecution doesn't run
  • Checker flags fail-open hooks, ./hooks paths, bad matchers and missing scripts
  • Self-test pipes 30 payloads and proves failures block, not allow

  • Covers: hooks_check.py against a correct config and a broken one
  • Covers: cursor_guard.py decisions for shell commands, file reads, MCP calls through beforeMCPExecution, and preToolUse (Shell and MCP:)
  • Covers: Fail-closed behaviour: a malformed payload and a missing policy produce a non-zero exit and no output
  • Covers: Not covered: running inside Cursor itself; the payloads follow the shapes in Cursor's hooks docs

What this means: a script checked the files themselves: they parse, they install where each agent looks, any MCP config is sound, the safety scan is clean, references between files resolve, and, where a free and repeatable fixture exists, a small starter project builds with the loadout applied. No AI agent was run. Per-agent results from agent runs are separate and stay untested until an agent actually runs.

# AGENTS.md: Cursor project with fail-closed hooks

This project guards the agent with Cursor hooks in `.cursor/hooks.json`. One standard-library Python script,
`.cursor/hooks/cursor_guard.py`, answers four permission hooks: `beforeShellExecution`, `beforeReadFile`,
`beforeMCPExecution`, and `preToolUse` for MCP tools (which also covers cloud agents). Every hook has
`"failClosed": true`, so a crash or timeout blocks the action instead of letting it through.

## When a hook blocks you
- The reason starts with `Blocked by cursor_guard:` and says what to do instead. Do that, or ask the human.
- Don't retry the same action in another form (a different flag order, a script file, `bash -c`, another tool) to
  get round a block. A block is the answer.
- `ask` means the human approves or refuses in Cursor. Wait for them.

## Never
- Edit, disable or weaken `.cursor/hooks.json`, `.cursor/hooks/cursor_guard.py` or `.cursor/hooks/mcp-policy.json`
  unless the human asked for that exact change.
- Read `.env` files, keys or credentials, by any route. Use `.env.example` and ask for the values you need.
- Add an MCP server to `allow_servers` yourself.

## When you're asked to change the hooks
Use the `cursor-guard-hooks` skill. Before you say "done", run its `hooks_check.py` (0 errors, and no `fails-open`
warnings) and `selftest.py` (prints `ok:`), and add a selftest case for every new rule.

These files are the project's guard rails. Change them only when the human asks for that exact change.

- Permission hooks (`beforeShellExecution`, `beforeReadFile`, `beforeMCPExecution`, `preToolUse`, `subagentStart`)
  must keep `"failClosed": true`. Without it, a crash, timeout or exit code other than 2 lets the action through.
- Project hooks run from the project root: commands are `python3 .cursor/hooks/<script>.py`, never `./hooks/...`.
- `beforeMCPExecution` doesn't run in cloud agents. Keep the `preToolUse` hook with matcher `^MCP:` next to it.
- `preToolUse` doesn't enforce `"ask"`, so tools that need approval are denied there.
- Matchers are regexes. Test new ones.
- A permission hook that prints invalid JSON blocks the action. Print exactly one JSON object.
- Every new rule needs a deny case and an allow case in `selftest.py`. Run `hooks_check.py` and `selftest.py` after
  any change.

# Cursor guard hooks

One standard-library Python script answers Cursor's permission hooks. Every hook is set to fail closed.

| Hook | What `cursor_guard.py` decides |
|---|---|
| `beforeShellExecution` | **deny**: recursive deletes of the whole project or anything outside it, force or deleting pushes, `--no-verify`, a download piped into a shell, reading `.env`, key or credential files, `chmod 777`, `DROP`/`TRUNCATE`/unbounded `DELETE`. **ask**: `sudo`, `reset --hard`, `clean -f`, force-with-lease, publishing a package. |
| `beforeReadFile` | **deny**: `.env*` (except `.example`, `.sample`, `.template`, `.dist`), private keys, SSH and cloud credential folders, and any file whose content holds a private key or a known token format. |
| `beforeMCPExecution` | **deny** servers not in `mcp-policy.json` `allow_servers` (or a missing server name) and `deny_tools`; **ask** for `ask_tools`. |
| `preToolUse`, matcher `^MCP:` | The same tool lists for cloud agents, where `beforeMCPExecution` doesn't run. No server name is sent there, and `ask` isn't enforced, so `ask_tools` are denied. |

A malformed payload, a missing `mcp-policy.json` or an unknown event makes the script exit 1 with no output. With
`"failClosed": true` Cursor blocks the action, so a broken guard never reads as "allow".

## Install
1. Copy the guard and the policy into the project and the hooks file next to them:
   ```bash
   mkdir -p .cursor/hooks
   cp <skill-dir>/scripts/cursor_guard.py <skill-dir>/references/mcp-policy.json .cursor/hooks/
   cp <skill-dir>/references/hooks.json .cursor/hooks.json   # or merge its four entries into an existing file
   ```
   Merge rather than overwrite when `.cursor/hooks.json` already exists: keep other hooks, add these entries.
2. Edit `.cursor/hooks/mcp-policy.json`: list the `mcp.json` server keys the project uses in `allow_servers`. Use
   `server:tool` or a bare tool name in `deny_tools` and `ask_tools`. Ask the human which servers to allow; don't guess.
3. Check the config, then prove the decisions:
   ```bash
   python3 <skill-dir>/scripts/hooks_check.py .cursor/hooks.json
   python3 <skill-dir>/scripts/selftest.py .cursor/hooks/cursor_guard.py
   ```
   `hooks_check.py` must report 0 errors and no `fails-open` warning. `selftest.py` must end with `ok:`.
4. Ask the human to open the Hooks tab in Cursor's Customize view (or the Hooks output channel) and confirm the four
   hooks loaded, then try one blocked command, such as `git push --force`. A hook you haven't seen block something
   isn't working yet.

## Facts that decide the design
These are from Cursor's hooks docs; see `references/cursor-hooks-facts.md`.
- Exit 0 uses the JSON output, exit 2 blocks, and any other exit **fails open** unless `"failClosed": true`.
- A permission hook that prints invalid JSON blocks even without `failClosed`.
- Project hooks run from the project root, and they're the only hooks that run in cloud agents (not `~/.cursor/hooks.json`).
- Responses from every source merge: deny wins over ask, and ask over allow.
- Cursor also loads Claude Code hooks from `.claude/settings.json`; they run alongside these.

## Change a rule
- Shell rules live in `check_segment()` (per command, after splitting on `;`, `&&`, `|`) and in the two regexes for
  whole-command patterns. File rules live in `SECRET_NAMES`, `SECRET_DIRS` and `SECRET_CONTENT`.
- Reasons must say what to do instead. The agent reads them.
- Add a deny case and an allow case to `selftest.py`'s `CASES`, then run it and `hooks_check.py` again.

## Limits to tell the human
- This is a guard rail, not a sandbox. A determined command (an interpreter one-liner, an encoded string) can get past
  pattern checks. Keep Cursor's own sandbox and approval settings on.
- `beforeReadFile` covers the agent's read tool. Shell reads are caught only by the shell rules.

# Cursor hooks facts behind this setup

From Cursor's hooks documentation (https://cursor.com/docs/agent/hooks), read on 29 October 2026.

| Fact | What it means here |
|---|---|
| Exit 0: Cursor uses the JSON output. Exit 2: block. Any other exit: the hook failed and the action proceeds, unless the hook has `"failClosed": true`. | Every permission hook sets `failClosed: true`. The guard exits 1 on anything unexpected. |
| For permission hooks (`beforeShellExecution`, `beforeMCPExecution`, `beforeReadFile`, `beforeTabFileRead`, `subagentStart`, `preToolUse`), invalid JSON or a response that doesn't match the schema blocks the action. | The guard prints exactly one JSON object, or nothing. |
| `failClosed` blocks on a crash, timeout, non-zero exit or no output. | A missing `mcp-policy.json` blocks MCP calls rather than allowing them. |
| Project hooks (`.cursor/hooks.json`) run from the project root, in any trusted workspace, and in cloud agents. User hooks (`~/.cursor/hooks.json`) don't run in cloud agents. | Commands are `python3 .cursor/hooks/cursor_guard.py`. The setup is project-level. |
| `beforeMCPExecution` and `afterMCPExecution` don't run in cloud agents. There, MCP tools reach `preToolUse` as `tool_name` `MCP:<tool_name>`. | A `preToolUse` hook with matcher `^MCP:` repeats the tool lists. |
| `preToolUse` accepts `"ask"` in its schema but doesn't enforce it. | `ask_tools` are denied in `preToolUse`. |
| `beforeMCPExecution` input has `tool_name`, `tool_input` (a JSON string) and `mcp_server_name` (the server's key in `mcp.json`). Cursor's docs advise that a hook should treat a missing or unexpected `mcp_server_name` as a deny. | Servers not in `allow_servers` are denied, including a missing name. |
| `beforeShellExecution` input has `command`, `cwd` and `sandbox`. `beforeReadFile` input has `file_path` and the full `content`. | The read guard checks both the path and the content. |
| Matchers are regexes. For `beforeShellExecution` the regex is matched against the full command. | The setup uses no shell matcher, so every command is checked. |
| All matching hooks from every source run, and their responses merge: deny over ask over allow. | Enterprise, team or user hooks can add blocks; none can undo a deny. |
| Hook scripts get `CURSOR_PROJECT_DIR` (and `CLAUDE_PROJECT_DIR` as an alias). | The guard resolves delete targets against the project root. |
| Cursor loads Claude Code hooks too. | If `.claude/settings.json` has hooks, they run as well. Check both. |
